Quality, Environmental, Safety, & Health Supervisor (QESH)

Melwood is seeking a Quality, Environmental, Safety, & Health Supervisor (QESH) is responsible for leading and implementing all applicable EHS functions, programs and policies at Fort George G. Meade Army Base. The QESH Supervisor will analyze, design, and implement policies and procedures to maintain a safe and healthy working environment for Melwood employees at Fort Meade DPW BASOPS.

This position is responsible for the implementation, training, periodic updating and auditing of a comprehensive Environmental Health and Safety Management System to ensure on the job safety of associates and overall safety and environmental compliance.  This includes designing safe work spaces, instituting procedures to decrease absenteeism and injuries, increasing employee productivity, inspecting machines to ensure they are working safely and properly, and evaluating procedures to ensure compliance with all applicable state and Federal laws. The QESH Supervisor will represent Melwood as Site Safety Officer for the DPW BASOPS project at Ft. Meade.

About this Leadership Opportunity:

Responsibilities include, but not limited to:

  • Oversee the site’s Environmental Health and Safety Policy, Programs, and procedures.
  • Perform health and safety inspection audits and reviews investigation reports of all departments to identify deficiencies and hazards; ensuring that corrective actions will eliminate recurrence and unsafe acts/conditions
  • Assists management in following-up on incidents and accidents to ensure they have been properly reported, investigated, and hazards abated. Analyze accident data to provide reports identifying trends and common factors in incidents to Melwood Corporate.
  • Perform accident and incident investigations and work with departments to correct safety hazards. Identify Root Cause, Corrective and Preventive Actions (CAPA) and implementation of CAPA.
  • Perform Activity Hazard Analysis (AHA) and Job Hazard Analysis (JHA) and, in consultation with QESH Manager and Melwood Corporate, recommend measures to control exposures, including substitution of less hazardous materials, personal protective equipment (PPE), work practice changes, and applicable engineering controls.
  • Assist the QESH Manager with QESH data collection, reports and contract deliverables. Develop QESH SOPs, work plans, safety plans and program plans, as required.
  • Maintains compliance with current health and safety legislation and/or regulations with the objective of ensuring that all reasonable and proper measures are taken to protect the safety and health of staff and visitors.

Professional Experience / Qualifications

  • Associates degree in a related discipline or equivalent experience/combined education, with minimum 3-5 years of related-professional experience.
  • Two or more years of safety program oversight  experience preferred
  • Position requires exposure to the Occupational Safety & Health field and knowledge of implementation of OSHA and applicable regulations
  • 3-5 years’ experience with accident and incident investigations, risk analysis, Activity Hazard Analysis (AHA), Job Hazard Analysis (JHA) hazard analysis, insurance claims and Worker’s Compensation strongly desired.
  • Federal Agency experience preferred (DOD, OSHA, and DA).
  • Must possess strong research, writing, analytical and organizational skills, as well as, effective overall communication skills (oral and written).
  • Requires extensive knowledge of 29 CFR 1910, 1926 and COE EN 385 1-1 “Safety and Health Requirements Manual”
  • Knowledgeable in MS Office, Word, Power Point, Excel and Outlook.
  • Must be able to work evenings and weekends, if required.
  • Must have a valid driver’s license and the ability to pass a government background check.

Safety Director – Commercial Electrical Contractor (Metro DC/MD/VA)

A well established electrical contractor in Maryland has an immediate opening for a Safety Director to join our team for the purpose of managing safety and health expectations at projects and facilities in the Metro DC/MD/VA area. We are looking for a self-motivated, team player, who can work with staff and customers to enhance our safety and health management system.

Job Responsibilities:

  • Develop, implement, and promote company safety & health management system;
  • Provide necessary Leadership and inter-department collaboration to ensure profitable and successful safety outcomes;
  • Re-assess and modify internal safety and health management system programs;
  • Develop Key Performance Indicators to evaluate effectiveness of safety and health management system using established goals;
  • Develop and implement safety recognition program;
  • Implement proper record management system for all lines of liability insurance, worker’s compensation claims management, and OSHA compliance reporting
  • Report to proper authority as required all general liability, worker’s compensation, auto liability, and OSHA incidents
  • Lead tracking and investigation details of accidents and injuries, and ensure corrective actions are implemented and tracked through close claim management
  • Perform and coordinate all necessary safety training
  • Act as liaison between the company and the insurance claims departments, regulatory agencies, and other stakeholders
  • Manage restricted and modified return to work for employees and coordinate with insurance company, human resources, and employee.

Basic Requirements:

  • Electrical construction safety background or related environment commensurate with the requirements for Certified Safety Professional certification
  • Working knowledge of all applicable regulations including OSHA, USACE and EPA etc.
  • Experience in development of safety plans, AHA’s and other documentation
  • Ability to coordinate, document and organize training
  • Experience and ability to coordinate and document inspection schedules, reports and follow up.
  • Team player with strong communication skills and the ability to interact with peers, customers, subcontractors and management.
  • Strong organizational skills and the ability to plan and work independently
  • Ability to multi task and work remotely at job sites while visiting multiple projects
  • Ability to identify potential hazards and address them before they cause safety incidents
  • Experience developing and implementing Occupational Safety and Health training programs

Qualifications: 

  • Bachelors Degree in Safety or related field
  • 5-10 Years of experience in construction safety management
  • CSP designation is preferred or other appropriate certification
  • OSHA 500, 30 and 10 Hour Outreach Instructor
  • Bilingual (Spanish/English) preferred
